Letter to editor: Something for Estates voters to consider

Another San Diego Country Estates Board election is upon us with five candidates vying for three positions.

We are weathering a drought. Our golf course requires approximately 300 acre-feet of water per year. Our wells are unpredictable at best and purchased drinking water is expensive, will continue to increase in cost and, if the drought persists, will become less available.

Previously a small group of SDCE individuals researched getting recycled water from the San Vicente Wastewater Plant. Working with the SDCEA Board, the Ramona Municipal Water District, and an agricultural user worked out an agreement to split the treatment plant’s 500 acre foot per year output until 2018 at $35/acre foot.

Our newly elected board members will soon attempt to renegotiate that agreement. The price per acre-foot may increase 25 to 50 times, likely raising our dues by over $100 per year!

Candidate Jim Anderson operates the RMWD San Vicente Wastewater plant, reporting to David Barnum, RMWD general manager, who will lead the recycled water negotiations. As a member of the SDCEA board, he will be aware of OUR negotiating posture and the important contractual details. I can see how this benefits the RMWD, but how does it benefit us?

The SDCEA lawyer noted that Jim must recuse himself from water related votes, but that does NOT preclude him from the discussions and learning the critical points of our negotiating strategy.

Late last year Jim Piva, current SDCEA treasurer, requested appointment to the RMWD Board vacancy. Darrell Beck, RMWD president, wisely stated this would be a conflict of interest. How is that not true of Mr. Anderson? With other qualified candidates on the ballot, why put the association in a risky position?

Sue Bender and Scott Brown are highly qualified candidates willing to learn the facts and work hard for OUR benefit!
