Dan Jauregui, Ramona resident who for 13 years dressed as a lightning bolt and was Boltman at every San Diego Chargers home game, submitted this design after learning that the Chargers and Oakland Raiders collaborated on a proposal to build a stadium they could share in Carson, Calif., while continuing to work in their respective cities on resolving stadium issues there.
