Planning Commission approves tentative map for Keyes Road five-lot subdivision

County planning commissioners have approved a tentative parcel map to subdivide a 10.38-acre site in the 1500 block of Keyes Road into five lots.
The 6-0 vote on Feb. 10 also adopts the environmental Mitigated Negative Declaration for the project. The off-site mitigation will include acquisition and conservation of 3.75 acres of non-native grassland or other suitable habitat, and a hydromodification management plan will be required to address drainage issues.
Ramona Community Planning Group voted 11-0 in July 2010 to recommend approval of the project.
The property is owned by Gregory and Gloria McCandless. An existing single-family residence will be maintained, and four new homes will be built.
The property’s A70 limited agricultural zoning allows for a minimum lot size of two acres, and the lots will range from 2 to 2.03 acres. An additional 0.35 acres will be used for a private road off Keyes Road to provide access for the four new homes.
The private road will be 24 feet wide with a 36-foot cul-de-sac, and a fire hydrant will be installed in the cul-de-sac.
The project will install a 9 1/2-foot decomposed granite pathway along the project frontage.
Keyes Road will be widened along the project frontage to 35 feet, including 25 feet of asphalt concrete pavement, from the road’s centerline. The 25 feet of paving will cover a 12-foot travel lane, a 5-foot bicycle lane, and an 8-foot shoulder. If the county’s Traffic Advisory Committee recommends a parking prohibition along the frontage area, the graded width may be reduced to 30 feet with 20 feet of paving.
The private road will have a maintenance agreement, and its cul-de-sac will be a designated fire lane with no non-emergency parking allowed.
An existing well on the property will be retained, although it will be used for irrigation only. Ramona Municipal Water District will provide water service to the site, which will be served by on-site septic systems.
A tentative map can be recorded as a final map when all conditions of the tentative map, other than those for which a final map is required, are fulfilled.
