San Diego County Library Director Jose Aponté signs the last piece of steel beam that will be part of Ramona’s new library at Main and 13th streets on Tuesday. The Top Out Ceremony marks the completion of the middle phase of the building’s construction. Scheduled completion of the new library is this winter.
