San Diego County Board of Supervisors have extended the performance completion dates for the infrastructure of four approved subdivision maps, including the Roberts Development subdivision at the intersection of Archie Moore Road and Salt Mine Road in Ramona.
In the absence of a subsequent time extension, the infrastructure must now be completed by April 28, 2012, for the Roberts subdivision and the other three projects. The agreements cover completion of road, water, sewer and other infrastructure improvements but do not require completion of the homes or other lot improvements.
A tentative parcel map becomes a final map after all conditions of the tentative map, other than those for which permits cannot be issued until a final map is recorded, are fulfilled. A final map is required for grading and building permits. The conditions of a final map include secured agreements to ensure that the infrastructure will be built and that payment for labor and materials used to build the infrastructure will be made.
Improvements identified in a secured agreement are required to be completed within two years of the approval of the final map, although additional time may be requested to complete the infrastructure.
The county Department of Public Works reviews existing agreements and their bonding requirements to determine if time extensions are warranted. The subdivision maps approved for time extensions all have adequate security to guarantee completion of the remaining work.
The property owned by John and Rosemary Roberts is 53.22 acres. The tentative map for an eight-lot subdivision was approved in September 2003, and the final map was approved in October 2006.
