Turn Headlights on in Daylight Headlight Section

Drivers are being ticketed for not turning headlights on in the portion of Highway 67 between Ramona and Lakeside designated a "Daylight Headlight Section."
Because the "Daylight Headlight Section" sign is black and white, it is mandatory, California Highway Patrol Officer Brian Pennings said. Black and yellow signs are advisory, he added.
Drivers have reported receiving fines of $200 for not having the headlights of their vehicles on in the designated area, so all are advised to turn headlights on during the day in the area along Highway 67 just south of Ramona Town Center and just north of Lakeside. According to the San Diego Superior Court, the violation is "general failure to obey signs" and it calls for a fine of $203.
The daylight headlight regulation is part of the Safety Corridor CHP announced in late March. The 25-mile segment of the highway is a high-collision area where, CHP reports, 11 people died and 65 were injured in DUI-related crashes from 2005-07.

Does anyone know if you get points on your record for this ticket? I just got a $221 ticket and I am so pissed off!If I do get points for this-I am going to appeal! I saw this new sign and thought it was just a reminder-apparently so did the other 50+ people we counted after I drove away! My ticket says "Failure to obey signals/signs"- I read this might be a 2 point ticket...If anyone knows please enlighten me.

cellphones and lights
I always turn on my lights when in that area. I sort of agree with the cell-phone issue. I see more people breaking the law on cell phones. By not having this distraction, drivers might remember not only to turn their lights on, but pay attention to other road signs and traffic also. I think there should be a law...HANDS ON STEERING WHEEL AT ALL TIMES. It should be placed with the headlight sign also.

headlights
I just drove through there today and had never seen it before...I was surprised at how many people still didn't have the lights on and got away with it.

So it's a $50 fine if you talk on a cell phone w/o a headset while driving, something that's been shown to cause as many accidents as drunk drivers, and a $200 fine for not having your headlights on during the daytime. You can't tell me the "punishment" fits the crime. This is a revenue scheme, pure and simple.

Well they did it! The $200 fine signs have been posted. This is absolutely ridiculous. Like headlights are going to stop the racers, drunk driving, and speeders? NOPE, now they will just race, drunk drive and speed with headlights on. And you know who will get the fines...the law abiding citizens. It's just a way for the government to steal our hard earned money. There is no logical reason for this law. It's ABSURD!

Daylight Headlight Section
This type of sign was never intended to be enforced when I was on the CHP. My Sgt. told me it not to be enforced under the letter of the law. What a shame officers are doing so nowadays.

From someone that has been there
I dont understand what is so hard about this. It takes two seconds to turn on your headlights. Also, for those who think this is stupid, why do many new cars come with daytime running lights. The reason is that it has been proven that headlights even during the day helps prevent accidents. If you can't follow the sign then you gotta pay the fine. This is nothing new either when the entire state is looked at. It isn't something they came up with overnight to increase revenue.

Sign is ambiguous
Had I not read the story, I would be wondering, "What does that sign even mean?" What are daylight headlights and how do they different from the normal headlights on my car? What is a section? Or is it a matter of how long is a section? Is Daylight Headlight Section some sort of organization?

There is so much here that is open for question that I'm surprised this can't be easily challenged in court.
