Keep the kids over there, that's where most of them are anyways. I live on Montecito Road past the ghetto part (apartments) and that area needs to be cleaned up before anything else. With the addition of the serene new garden and trail it would take away from the calmness of that side of the park. Adding a skatepark in town is a great idea though. Currently the Arriba Teen Center has a very run-down park that is full of drug sales/abuse and is full of broken glass frequently. This old playground is a danger to anyone who goes there. Turning this corner of town into a skatepark could really revitalize an often overlooked gem. Also adding more security, not to mention maybe help kids away from gangs and drugs.
