In 1980 I was employed as a "Salesman" to do exactly that in Arizona. This is the normal way that it should be done. The RMWD should not need to Bond or beg. SDG&E is not acting in keeping with standards. SDG&E can not be trusted. SDG&E should as have utilities in past done such to expand usage.
