They required RMWD to go through a Major Use Permit process, and one of the conditions for the Major Use Permit was the execution of this lien agreement between the County and the water district for future drainage and road improvements. But why this wasn't realized earlier by obtaining a Preliminary Title Report of the property is beyond me.
