		<description>The new fee is obviously a tax.  Good thing we have organizations like the Howard Jarvis Foundation to take the State to court to over turn the law/tax. However, there are bigger fish to fry if the State wants to use the &quot;fee&quot; approach to fund operations. Prisons and schools are the two huge costs in our deficit ridden budget. So the State should make maps of high crime areas, like they have for high fire areas. Then impose fees on dwellings in those areas based on  the percentage of the prison population from those areas. Why should I pay to keep people in prison from high crime areas if I live in a low crime area?  It cost about $10,000 per year, per student to provide an education. Impose fees on the areas with high levels of drop outs and failing grades. Why should I pay for areas with a large population that do not care about the high cost of providing an education? There is no end to the &quot;fee&quot; approach once it gets accepted.</description>
